Professor, If your presentation of the concept that "the drug culture is maintained and not stopped by the administration because it actually keeps the inmates calmer" mean illegal drug-trafficking in prison is intentionally ignored by staff to sooth potential complaints or lawsuits, then is agonizing torture the intent of the administration? Whereas assuming, I take it, that illegal drugs are ignored in hopes of oppressing inmates from their (awareness) of some 'thing' that if otherwise [alert] would cause frequent riots or population insanity for confronting truth of how their environment appears similar to unjustifiable cruelty? Or does this suggestion mean something different? Thank you.
